Federated model: Business units embed AI specialists within regulatory teams while relying on central standards. Balances domain proximity with governance consistency.
Distributed model: Each functional area independently selects and manages tools. Maximizes speed but creates governance and standardization risks.
Governance imperative: AI outputs used in regulatory submissions require documented validation, traceability, and human review sign-off. Regulatory bodies have not reduced their evidence expectations because AI was involved — the accountability remains with the manufacturer.
Change Management and the Human Side of Augmentation
Technology adoption fails most often not because of technical limitations but because of organizational resistance and skills gaps. Investment in upskilling domain experts to work effectively alongside AI tools is at least as important as investment in the tools themselves.
